The Local Government Unit of San Francisco aspires to conceive a healthy, progressive and wholesome community for San Franciscohanon to live in. It is for this very reason that the municipality initiates and supports different programs for the benefit of the general public.
One of these programs is the implementation of the Municipal Ordinance No. 06 series of 2011 also known as the Smoke Free Ordinance. The LGU leads the campaign by creating a task force composed of volunteers coming from different barangays and socio-civic organizations. These volunteers are tasked to monitor the compliance of establishments to the Ordinance and are deputized to apprehend violators. The task force also regularly conduct inspections of strategic places and post Information Education Campaign materials that portrays the harmful result of tobacco use.
To educate the public on this legislation, the local government organized lectures to establishments’ owners as well as to schools and barangays.
The concerted effort earned the Municipality the RED ORCHID AWARD for the last two (2) years, as the municipality is able to maintain a 100% tobacco free environment. The award, conferred last July 29, 2016 at Butuan City, was received by Mayor Jenny D. De Asis together with the RHU personnel and the members of the task force as well.
On the other hand, through the vigorous campaign to lower the numbers of malnutrition in the municipality, several programs were introduced to the public. One is the greening program where schools and barangays were encouraged to make background gardens. Thus, in the years 2014 and 2015 the Municipality of San Francisco was conferred the Green Banner Regional Award for its Exemplary Program to combat Malnutrition, which qualifies the municipality to the Grand Slam award by 2016.
As a result of the unceasing campaign on the use of organic agriculture which was introduced to our local farmers, the LGU has been a recipient of Organic Agriculture Award which was awarded last November 7, 2016 by the Department of Agriculture Regional Office.
Another award was given to the LGU by the Department of Social Welfare and Development last February 13, 2017 at the Almont Hotel Inland Resort, the Gawad Paglilingkod sa Sambayanan (GAPAS) Award as Model Municipal LGU in implementing Protective Programs and services. Same GAPAS Award was also presented to the municipality as LGU Supporting the Implementation of Pantawid Pamilyang Pilipino Program for its remarkable support in the implementation of the program in the entire Caraga Region.
